Based on the needs identified during this process, the
Program employs a variety of measures to build government
capacity at provincial right down to village level.
Competency-Based Training
Measuring of an
individual’s competency is an important mechanism for
feedback and improvement. RUDEP facilitates such an approach
through:

Pre-Course
Competency Assessments (assess levels of competency on
key skill and knowledge needs before training);

Post-Course
Competency Assessments (measure levels of competency on
key skills and knowledge after training); and
-
Ex-Post Assessments
(conducted 3-6 months after training to measure
knowledge retention and application levels in everyday
work).
These
Assessments are conducted for all training events and allow
RUDEP, Government stakeholders and Capacity Building Service
Providers to measure change in capacity over time
Training Courses
Training
courses conducted by professional trainers from outside
Quang Ngai assist local officials to improve on their
knowledge and skills as well as learning about new
approaches applicable to their work.
Study Tours
The
experiences, knowledge and information gained through study
tours to other provinces and projects can assist local
officials to carry out their current work and generate
innovative ideas for their position or local areas.
Learning - by - doing
Working
together with or being contracted by RUDEP enables local
agencies to learn from implementation. This increases their
technical expertise while at the same time provides an
opportunity to learn new approaches and perspectives.
Interaction with local agencies helps the program to
continually modify its activities and approaches to suit
local conditions.
