All
projects funded by RUDEP funds aim to meet required quality
standards and conform with project design and cost
estimates. Environmental Impact Assessments are conducted
prior to any project being approved to ensure that each
project does not adversely affect the environment and
potential environmental issues are mitigated. All projects
are developed with Operation and Maintenance plans (O&M
Plans.
Local
communities are heavily involved throughout the
infrastructure design and construction process.
Beneficiaries firstly identify priority projects through
voicing their opinions at Village Planning Meetings. Unlike
many other infrastructure projects, the Commune People’s
Committees are authorised to be in charge of the projects
(i.e. the ‘Project Owner’). Beneficiaries form Activity
Groups that are involved in the construction process and
advise on the design, appoint the contractor, supervise
construction, and take part in construction and maintenance
work.
RUDEP
developed Infrastructure Guidelines and frequently organises
training courses to develop the capacity of local officials
and beneficiary groups to manage small-scale infrastructure
project preparation, design, construction, operation and
maintenance. RUDEP's infrastructure guidelines are available
