Allocation Process (PFLAP) |

The Participatory Forest Land Allocation Process (PFLAP)
is an improved and participatory approach to support
sustainable long-term forest land use planning and land
allocation in Quang Ngai Province. RUDEP works with the
Department of Natural Resources and Environment (DNRE),
District People’s Committees and Commune People’s
Committees to implement the activity in the Province. In
2006, PFLAP was initiated in 15 RUDEP Communes in 8
Districts. In 2007, PFLAP will be expanded to an
additional 51 Communes in all 6 upland Districts.

PFLAP Guidelines were developed in compliance with relevant
National and Provincial laws, decisions and decrees and approved
by DNRE and the PPC in 2005. These Guidelines contain 8 Steps;
each step has a varying number of sub-steps or activities:

|
The participation of households, especially the poor and
women, is maximized and facilitated through Village
meetings conducted under PFLAP. Households are informed,
participate, discuss, implement and legally benefit from
forest land use planning and land allocation within the
law. Information on the rights and responsibilities of
households allocated forestland is disseminated to
households |

Forest land use planning is conducted before forestland
allocation. Land is distributed rationally according to
usage structures, forest classification and potential
uses. Land use planning is conducted with households and
complies with Provincial and District Land Use Master
Plans and Forest Development Master Plans |

Unused land is included under PFLAP and, where relevant,
is allocated to households. All available land with
forestry potential is included when implementing PFLAP
and allocating forestland to households. Land allocation
is based on land potential to ensure reforestation and
the sustainable benefit of natural resources |

Improved mapping technologies are applied in which maps
(VN 2000) are developed using GPS equipment to increase
the speed and capacity to allocate and map forest land
classification areas and household ownership plots and
the precision and accuracy of cadastral maps and Land
Ownership Certificates |

Adequate attention and resources are given to capacity
building. This includes the delivery of training courses
to key Departments and Agencies on improved technologies
and approaches to allocate forest land. This capacity
building is supported with equipment and materials that
will decrease the time required to allocate forestland
in a Commune and increase the precision of forestland
allocation maps and ownership certificates |
